Lots of photo editing programs can do this. I usually use photofiltre free version.
Barb has a copy she can send you.
Paint shop pro does it, so does photoshop, but that's kinda overkill.... lots more do it too.

I got a new phone and my camera phone pics are failing to upload... they are 2.1 megapixels.. is that the issue? Doesn't say they are too big- just that they "failed to upload"

100K is max pic size. you need to resize the photos. see above for more info.
I use Photofiltre, Freeware version available from Barb.

Sorry, I'm not much help on pics on phones. Actually, I don't think my phone has that option! Heh.
Btw, I do "overkill" and use paint. Right, I'm not one to venture out once I learn one program.

I just right-click on my large picture and "send to mail recipient", which then asks if I wish to make the pictures smaller. When the box opens for me to type up my email, I just drag the attachment out of that and place it on the desktop and close the email without saving. Then I have small pictures on my desktop and it took about 20 seconds, with no learning of new programs needed.

Resize the image to fix the problem :)
You can resize the image and reduce the file size using Window Paint.(Windows->Accessories->Paint).
Open the image in paint and then click on Image-> Attributes to resize the image. Also make sure you save the file as a GIF or JPEG.
Regards
Steve.
