Default Ball and post D-rings

Hello first post :3

Ive been having trouble with ball and post d-rings like the one in this link The only way i know to get them together is to hammer them but i have no easy way to hold it in place and do this. Also my neighbors will probably get annoyed if i keep banging on them. Has anyone delt with these and know a easy way to set them?

What do you mean by set them? You should be able to just screw them in together no? I am a bit confused. What are you using these for?
