Why do the flowers have to be dried?

Do the stems of the plant have the same oil and scent?

Dried because you do not want to extract chlorophyll, it does not smell nice.
Also, drying forces the plant to push oils to surface to protect itself.
And yes, the stems and roots will contain very small amounts.
Leaves and flowers produce most, so it's rarely worth the trouble to try to process stems unless you have a large processing plant.
