Default Help, how do I recreate this?

Hi there, I'm trying to recreate a baby bonnet similar to the ones in the photo. But I can't get the fabric "ruffles" right. Can anyone recommend how I would do it? (I considered buying the hat but the makers are so busy they aren't accepting new orders). My daughters birthday photoshoot is in January so I'm running out of time. TIA.

I know it is a bit late but that would be only possible with tunnels of fabric....
