Default I need help with "petal rouching"

in the book "Sewing Clothes Kid's love" there are directions on how to make petal rouching, which seemed easy enough- make a bias strip about 3 inches wide, fold sides to middle iron down, draw 45 degree lines (on grain) in triangles across piece, sew a basting line along the 45's and scrunch like a ruffle... well it looked really great BUT when I went to apply it to the dress I am making, the folded edges that are unfinished, were to far from the middle to sew down, leaving the bottom edges of the petal ruffle unattached- and I am sure they would be a mess after one washing.. I tried sewing further out from the middle, and it looked horrible, so I took it all off and am going to try again tonight.

anyone made these before? I made my bias strip about 1/2 to small (accident)... could this be the reason? Even if it was larger I still don't see how the edges would have been sewn with the directions they gave.

Help?

In this tutorial, they say to fold the bias strip in thirds, rather than folding the edges in to the center. Though I've not done this particular technique before (it looks so cute though), it sounds like that's what's causing the unfinished edges to show. What do you think?

that makes much more sense.. I tried it in thirds with the machine, but it the thread broke, so using the needle would allow for a double thread and the ability to pull it more easily... I ended up trying it the origional way, then hand sewing it on down both edges, but I will def give this method a try... I also love that circle option for flower... may have to try that as well!
