Here are the tree stump pics. They even put a lid on it.
The only thing I can think of, as far as why they would save the stump, is for the Woodpeckers. I doubt if that's it though.
This tree stump is on the campus.

I tried looking this up. I learned that there is something controversial called "cavity filling" where you use spray foam or cement  to fill a hole in a tree to preserve the tree so it can continue to grow. Apparently the tree will grow around this. Sheet metal is sometimes used to cover large "wounds" in trees so that moisture can't accumulate and rot it. Again this is usually for growing trees. This has me stumped.
Hahaha! I couldn't resist that last part!
Even though what I learned may or may not apply to these stumps, I found it interesting. I'm going to go out on a limb and suggest that someone who is better at googling things might be able to get more accurate information....

You're close to finding the answer. I don't think you're barking up the wrong tree. So, just keep digging and you'll root out more information.
I sent an email to the North Central Michigan College librarian, along with a picture, asking for some information about the stump.
If they reply, I'll post the information.

I hope the librarian doesn't leaf you hanging. As long as you emailed the correct branch!
In all seriousness, I do hope you get an answer! I don't understand the metal bands, unless they are just to keep the bark from falling off. They are so ugly though. Why keep the stump so tall? (if you do get an answer, maybe they can explain the plastic as well!)

I wood be glad to get some infoamation back.
Where do you see plastic?
Remember the show Hogan's Heroes? They had a tunnel that lead from their barracks to a tree stump, which lifted up for them to get out. Maybe this tree has a tall door built into it that leads down to a tunnel and..... nah!

The plastic I meant was the plastic sheeting on some porches that you were wondering about earlier. Sorry, I just expect everyone to hop on my train of thought, even when I jump around.
