Xyron is the name brand of it. You feed your picture or die cut, or anything else that's thin like that, into one end and hand crank it through the machine. It will put a thin layer of adhesive on the back side of your picture so that you can use it for a sticker.
You can also buy a cartridge for it that will put a magnet on the back of your picture and one that laminates.
You can find them on ebay for a reasonable price and buy the cartridges at Michael's with a 40% off coupon. They make several different sizes of the machines.
Unless you scrapbook a lot, it might not be worth buying one. But the smallest one they have that's shaped like an 'X' is usually under $10 and you can make a sticker up to 1.25" wide. I use that one the most of all of them.
If you have a friend who scrapbooks, you might ask if she/he has one.
