Question Need help: kids halloween costume

My three year old has been dead set on this one character to be for Halloween for months now and i want to deliver, only problem is the costume doesnt exist so ill have to make it. Last year she wanted to be Daphne from Scooby-Doo which also didnt exist, but was pretty easy to interpret into a childs costume. This year she wants to be Ponyta, a type of pokeon which is basically a firey horse.

Im somewhat crafty but new to sewing , and i just dont know how to put something together in this case where it wontt look thrown together at the last minute. I am particularly concerned the body section. My thoughts were a turtleneck and leggings becuase i cant find a onesie or one piece body suit where its not made of fleece. It gets too hot here for her to wear that. But that idea with the two seperate pieces doesnt really have the finished polished look im hoping for.

I would really appreciate any ideas anyone has. Ive been googling for weeks and found nothing helpful.

I would go for white leggings/pants and a white t-shirt with a white hoodie. You could use red, orange, and yellow feather boas stitched to the back of the hoodie for the mane. Stitched to the back bottom of the hoodie for the tail, and pieces of it stitched to the back of the leggings for the flame on the legs. The feather boas would be lightweight enough for a child, and easily removed after Halloween so the clothes could be worn for everyday. I'm sure you could find a lightweight hoodie, and with the t-shirt, it could be worn unzipped so it wouldn't be quite so hot. You could use white felt to make ears and attach them to the top of the hoodie also. You could even put some pink felt on the inside of the ear - the two layers of felt may even be stiff enough to stand up nicely for the critters ears.

Love the boa idea for flames.
