Colorforms? Removable sticker books? As long as she's still not putting things in her mouth all the time... leapster/leap pad? give her some "weights" and teach her to "work-out" her arms (if that's ok with drs of course).
Felt boards (I made one from cardboard covered in piece of felt, taped on the back), and then cut shapes out of felt for her to build pictures and tell stories.
Also make magnetic parquetry blocks and you can use a cookie sheet with them and other magnetic items (we have several magnetic "kits" that have a magnetic backgound, and sticker magnets that you use to "play" with them). like this

Agree with the play dough, for sensory.
What about setting up a throwing game (someone would have to play with her of course)... like see if you can toss small balls or stuffed animals in a laundry basket.
Color wonder has lots of "mess" free (sort of) types of art... def. better than paint, but still can be messy.
Maybe see if you can find some pen pals for her to exchange drawings with?
Duplos (legos for toddlers)... roll out cookie dough and let her help cut out the shapes and then decorate the cookies?
